ESSENTIAL INFORMATION RELATING TO
SEPARATE SCHOOL DISTRICT FOR THE
TOWN OF LEESBURG
It is not a "town constituting a separate school district".
The area includes Leesburg town and outlying farms.
It was created by special Act of Assembly of 1896 and operated until
the county unit law became effective in 1922 just as magisterial school
districts.
For a short time after 1922 Leesburg Magisterial District had only
one school trustee. The special law was amended in 1924 (page 33, Acts
of Assembly) to provide for one trustee for each of the two areas which
together constitute Leesburg Magisterial District.
Since 1924 these two units of Leesburg District have been on exactly
the same footing as the five other magisterial districts, that is they
were each a unit for representation on the county school board and for
the purpose of levying a tax for district debts. The Town of Leesburg
District has not been an operational unit since September 1922.
No tax has been levied in Town of Leesburg District since 1945-46.
The balance of the debt formerly created in May 1922 was assumed fully
by the county school board and board of supervisors in 1947. The debt
fully matures on May 1, 1952 and funds are appropriated and in hand to
complete the payment out of county school funds on that date.
The present two school trustees in Leesburg Magisterial District
were both appointed for terms beginning July 1, 1950.
The School Trustee Electoral Board rather than the Council of the
Town of Leesburg has appointed the school trustee for this separate district
since 1904 when the three members were appointed on April 29, 1904.
The title to property of this district passed to the county school
board under the provisions of the County Unit Law along with all other
school property.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section
numbered 22-43.4 as follows:
2243.4. The separate (or special) school district for the Town
of Leesburg of Loudoun County which was heretofore created and preserved
under the provisions of 22-43, is hereby abolished.
Such separate (or special) school district shall be merged with
the other portion of Leesburg Magisterial District and there shall be
one school trustee appointed to represent Leesburg Magisterial District
on the County School Board.
The terms of office of the school trustee representing Leesburg
District and of the school trustee representing the school district for
the Town of Leesburg shall expire on the effective date of this act and
within 30 days before such effective date the School Trustee Electoral
Board for Loudoun County shall appoint one school trustee to represent
Leesburg District for the term ending July 1, 1954.
This act shall be effective on July 1, 1952.
