1938/39 – African-Americans attended schools in Fairfax. 18 attended Floris and 22 attended Oak Grove, both in the Herndon area of that county. From 1930, when Oak Grove was built until 1958 when Douglass Elementary in Leesburg was constructed, “Loudoun County made payments to Fairfax County to offset the cost of schooling Loudoun children at Oak Grove Elementary.”
