Dear Mr. BEmerick:
A great many schoolmen are concerned about the possi-
bility of attempts beinrg made to amend the Virginia Consti-
tution so that the state would not he required to maintain
a system of free public school education,
In accord with newspaper accounts and discussions it seems
likely that an attempt will be made at the next regular session
of the Virginia State Legislature to amend the constitution,
It is our desire to obtain the opinions of school super-
intendents in Virginia with respect to the issues now heing
discussed. lWe are, therefore, requesting that yecu respond
to the questions accompanying this letter, The questionnaire
is very brief and should not take more than a few minutes to
complete.
lle assure you that all replies will be treated eonfi-
dentially and that no reference will bhe made to individuals,
school divisions or geographic areas,
