Middlewurg, Virginia,
Jan, 16, 8945,

Mr. O. L. Emeriek, ;
Superintendent-of Schools,
Loudoun County, .
Leesburg, Virginia,

Dear Mr, Emeriekg

We, the umdersigned patroms of the PoT.h.(League) of
Grant Sehool of liadlehurg, Yirginia, herewy respomd to your
eommunieation as of December 13, 1944, a letter addressed to Mrs,
Jene Butler, You have stated thet & Board Meeting was held December
12, 1944, and & resolution was paessed authorizing the appointment of
en sdditional teacher at Middleburg's Colored Sechool amd also the
payment of & reasonable amount for the remtal of a room,

. o il " We umderstentl a committee proposing to represemt the
P.T.A. (League), acting as its chairman, Mr., John Wemzer, was presemt
at this meeting., We wish to advise you that Mr. Wanzer nor any one
of that committee was authorized to aet for this P,T.A(League)., Our
legal adviser, Attormey Jemes E. Radwy of Alexandria, Yirginia has
communicated with you and please be advised that he is the omly agent
representing this dody,

-After diseussing your propoesal to alleviate the sehool
situation the P.T.A.(League), »y means of majority vote, rejected such
proposal based primarily on fhe following faetsse

1, The committee which represented the P.T.Ao(League) at the Board
Meeting was mot valid, It was not appointed Wy the P.T.A, (League),
henee, it could neither express the sentiments of nor make
requests for the P.T.A.(League).

2, Though your condescending resolution might seem at first a fair
gesture, -we have discovered that it is far from being sound
tangivle, for the Board failed in speeifieity coneerning
eonstruo%ion of wuilding, and failed to make appropriations for
the suggested construction, We have based this assumption on the
contents of your letter, and furthermore on the faect that no
econtpery report has been published, With these faets in mind the
temporary use of the extraterritoriel expamsion may ®e interpreted
a8 en indefinite temporariness, This, of course, ean »e somewhat
verified »y the following illustrationsie

a. The Watsom Mountsin Sehool was started in the Church
temporarily thirty years ago and the temporariness heas
pecome permanent for the eanfiition still exists.

., The Lineoln School, third room, was taught in the Church
for a number of years temporarily and nothing wes dome to
effect a permanence until it Pecame unneeessary »ecause of

the depletion of gstudents.,
Realizing, therefore, the existing facts together with
