had prepared plans and specifications for two different t;rpes and sizes of elementary school building designs, which are nohr available to Ioca1 school boards. A

The figures staterl above on eetimated cost are i-ntended only for general infor*
mation. They are rough estj-rnates based on buildings of similar design and facilities
that have been construeted in the Richmond area.

Plans and speciflcatlons for these buildings may be secured upon application
School Buildings, State Department of Education, upon the
following terms and conditions:

1. .A charge of 1 per cent of the actual certified cost of the construction will be made for the use of the plans, which will include a rnaxi.nmm
of 15 sets of complete plans and specifications. If more than 15 sets
are desired, extr.a copi-es will be furnished for the approximate cost of

printing. hlhere plans and specifications are obtaj.ned for estimating
bullding costs or for bidding zurposes and the building is not constn:cted,
charges will be made only for the approxi"rnate eost of prirrtlng.
2. In cases where plans and specifications have been used for the construction of one building and it is desjred to duplicate this buildjng,
a charge of 3/4 of I per cent of the actual cerlified cost of the
duplicated building wiJ-l be nrade, which charge will jnclude a maximum
of 15 sets of plans and specifieations, if requested, as for the flrst
buildirg.

3. In consideration of the State Board. of Education furnishirig plans
and specifications to local school divj-sions in accordance w'j-th the

terms and conditions contajned herein, the local school division roust
agree, jn writing, to provide special arehi-tectural service necessary
for adapting the plan to the local conditions and sha11 furnish for
approval, as for any other sehool prrcject, prior to constructj-on or
awarding a constnrction contract a complete plot plan dravun to scale
showing size in acres, boundaries, topograplry, location of the building,
walks, drives, sewage disposal, water supply, electrical service, etc.
It should be noted that the.b,asic p-lans. contemplatg a perfectly-lqYel
gi!g. In many cases a speclal fcundatj-on plan and other architectural
details will be required on this account. The loca1 school authoritiee
shall further agree to provide regular architeetural supervision by a
qualified architect and for adequate supervision of the construetion,
a clerk-of-the-works as explaj-ned in Supts. Memo. Noo 2653,
Attached herewith is copy of Article'1,1, Chapter 9, ?it1e 22 of the Code of
Virginia (Seciion 22-166.1 -- 22-L66,6) showing the effect of the amendments made
at the 1952 session of the General Assembly (H.8. ?i8), which is for your information on1y. The seclions amended are 22-166,2 and 22-166.3. These w"i1l become
effective as of June 28, L952.

g 22-156.1. Preparation of standard. p1ans, etc.--The State Bcrard of
Education is authorized to cause to be prepared standard detailed plans, speclfications and sketches for school buildings. Such plans shalI be p;repared,, not
in excess of eight of different types and sizes for elementary schools to accommodate up to three hundred pupils; not in excess of three of differ6nt types and
sizes for higli schools to accommodate up to three hundred p-rpils; not in excess
of three of different types and sizes for combination high and 6f66ei1,&ry schools
to accommodate up to three hundred and fifty pupiJ-s; such home economJ.cs, agricultural and other vocational shops and vocational classroorns as may be deemed
advisable by the State Board of Educati-on, to the end that there may bp a oeries
of properly prepared plans and specifications approted by State goai'A of Education, available to the counties and cities of Virginla only. In preparing such
plans, due regard shail be had to economy of constructi-on, and maintsnel,nce, &nd
detailed requlrements of desS-gn and of educatlonal facilities as set forth J-.y
the State Board' of Education. 0n1y persons or flrms sertified and licensed by
Virginia laws shall be commissioried to prepare srrch pians and specificatlons lnd
the compensation of such persons shal1 be from funds pnovided by law. The State

reasonable architectural design to the end that lrublie funds for school buildi:rg
constmction will be wisely spent.

6 22-166.6. Personnel for administration of article.--The State Board is
authorized to ernploy, with the approrral of the Governor, personnel neeessary to
carry out the provisi.ons of this articl-e.
