4. That all of the Negro teachers, principals and stuper-

visors in the public schools of Loudoun County hold teachin

certificates in accordance with the rules of certification of the

Virginia State Board of Education; that white and Negro teachers,

principals and supervisors must meet the same requirements to re-

ceive teachers' certificates from said State Board of Education

and upon gqualifying are jssued identical certificates.

5, That on June 18,1940, the United States Circuit Court of
Anpeals for the Fourth circuit, sitting at Ashev ille, North Caro-

lina, in the case of Melvin 0, Alston, a Negro teacher in the City
