public schools of the City of Norfolk, inclucding the salarics of
petitioners, are paid out of the public school fund. This fund
jerives fron two sources: The Comnonwcalth of Virginia and the City
of Norfolk (Virginis Schocl Code, Chapter 33, Scection 646); all of
said public schcol fund is ralsed by mcans of taxaticn upon the
inhabitants of Virginia and their property (Constitution of Virginia,
Apticle IX, Scctions 135, 136; Virginia School Cole, Chaptor 33,
Scctions 657, 698, 699; Chapter 35, Sccticn 782)J Fursuant to thesc
statutes all that portiocn of the public school fund which derives
