Desr HMr. Raby:
At the meeting of the County thool Board on December 12 an order was
entered suthorizing the employment of an additional teacher at Middleburg
Colored School and the peyment of & reasonable rental for suitable guarters
1f such could be foubd. A committe representing the P. T. A came to our
meeting and they are trying to assist us in finding e place in whikh to
carry on the work temporarily. The senscs of the school bBoard is that a
new school she@ddid be provided for about 1680 children sround Ste Louis and
Middleburg at kiddleburg end I hope thet such a building of modern type can
ba provided.
We already have one school closed for lack of a teacher and we have
no cephéinty that we can find someone for the position at Middleburg but
1t would seem & more desirable location and it should be possible to find
a teachers.
The school board canaidaéod the request for transportation for certain
patrons but took no sction because they had no facilities with which to
take cars of this area, 5
I might point out that our school board has had in effect for & number
of years this policy: whenevee a school was closed transportation was pro-
vided by bus for the school erea and as many children in nearby areas wers
accommodated as the bus could inelude. That has applied uniformly to white
and colored children. The main difference fe that only four colored
schools have been closed under this condition and many more white schools
have been closed. lany of the persons of this County cleimed thet this was
discrimmina§é§ against them in the case of closing their schools Ve have a
number of a both white and colored whildren are rather far from school.
The sehool board has adopted & provision that 1t will assist financially with
the transportetion in these areas but that it<siould be necessary for the
parents to srrange for the transportation, We sre making these payments by
way of assistance in several areas to both white and colored patrons.

I believe that it is sefe for me to assure you that the #ehool %bard of
Loudoun has every desire to improve the conditions for the education of the
colored children of this County.
I note in your letter some reference as to what wes being considered for
a school at our meeting at Aldle. This school burned during the summer and
the school board has decided not to retuild it. They had under consideration
facilities in en area where ti#¥e were formerly five two-room schools, three-
one-room schools and an accredited high school,
